Ontem eu indiquei de quais sites a banca ESAF retirou textos para as suas
provas em 2012. Hoje eu informo que a média de dias entre o dia da publicação dos
textos e a data de aplicação das provas foi de 74,5 dias. Coloquei uma tabela
na minha página com esses dados. Clique aqui para acessar a tabela.

Diante disso, acho possível que os assuntos dos noticiários
de janeiro e da primeira quinzena de fevereiro deverão fazer partes das provas
de março de 2013 no caso da banca ESAF. As outras bancas não são muito diferentes
disso.

Government has no budget and improvises to
invest

Congress postponed until February the vote on the
federal budget for 2013, and the government decided to improvise to avoid
having investments planned for early next year harmed.

With the legislative recess started last week,
Congress will only resume work on February 5, and only then will lawmakers
re-examine the budget bill.

Without the approval of the Budget, the government can
only release funds for mandatory spending such as government salaries and
residual payments, accounts outstanding from previous years.

To also ensure resources for investments, President
Dilma Rousseff will publish an interim measure creating extraordinary credits
for expenses early next year.

The government’s concern is to prevent having the
paralysis of investments harm the economy, which is expected to grow just 1%
this year, according to the latest projections of the Central Bank.

Yesterday, the president met with the ministers Guido
Mantega (Finance) and Miriam Belchior (Planning) to finalize the details of the
interim measure.

The same policy was adopted in late 2005 by the
government to circumvent a similar problem.

The Presidential Palace did not say which investments
it expects to secure with the measure. Folha learned that projects benefiting
from the extraordinary credit could reach $22.4 billion.

Congress went into recess without voting on the 2013
budget because of the confusion created at the end of the year around the
division of royalties from oil exploration.

On Christmas Eve, delegations of states that will tend
to gain from the new division of resources, mobilized to override the veto
imposed by Dilma to the changes, and they paralyzed Congress.
